海角社区 System and School Improvement provides resources and tools to assist our partners, districts, and schools with what they need to create a learning environment and system of sustainable growth.

This page consists of information sheets, guides, templates, and tutorials pertaining to Continuous School Improvement supports for schools identified for tiered support through the Washington School Improvement Framework (WSIF). The sections below provide information related to school support identification, school improvement plans (SIPs), school improvement grants, and more.

Comprehensive Needs Assessment

A Comprehensive Needs Assessment (CNA) is required by schools and districts to identify the priority needs and root causes for their WSIF tier placement. The CNA template, toolkit, Examining Resource Inequities Tool, and Common Data Sources Guide will assist schools and districts in the CNA process and lay out the steps for completion.

LEA Consolidated Accountability Plan

Every Local Education Agency (LEA) containing one or more schools identified as eligible for Tiers 1, 2, 3, or 3 Plus identification is responsible for completing an L-CAP at the beginning of SY 2025-26. The L-CAP is required for 2025-26 OSSI school improvement grants in EGMS.

2025-2026

    • Districts are required to complete their final L-CAP submission through the Alchemer link.
    • Once submitted, OSSI will upload Alchemer submission to Basecamp.
  • L-CAP Template SY 2025-26 (downloadable version)
    • The downloadable version of the L-CAP template is meant to be used as a planning tool and guide for completing L-CAP drafts. The final version of your L-CAP is required to be submitted through the online template.

The items below address Time and Effort reporting for federally funded grants, as well as the request for capital expenditures at or above the state/federal threshold.

School Improvement Plans

All tier 1, tier 2, tier 3, and tier 3 plus are required to complete a School Improvement Plan (SIP) for SY 2025-26. All schools identified as Tier 3 and Tier 3 Plus are required to submit their completed SIPs to Basecamp.

SIP templates are available for schools to create their goals and monitor progress. Use the Step-by-Step SIP Planning and Implementation Guide for instructions on how to fill in the SIP.

School Improvement Progress Monitoring

海角社区 will conduct Beginning of Year Reviews (BOYR) on the Tier 3 and Tier 3 Plus school improvement plans (SIP) in Basecamp. This initial review will gather data to inform supports, ensure the SIP meets federal requirements, and provide feedback to schools on their plans. Districts may use the BOYR questions provided to review additional SIPs in their district.

Beginning of Year Review (BOYR) Questions

Schools should review progress toward goals listed in their School Improvement Plans (SIP) throughout the school year. Schools identified Tier 3 and Tier 3 Plus must submit, at minimum, a mid-year review of progress and an end-of-year review of progress to Basecamp. The SIP templates available in the previous section include mid-year and end-of-year progress review questions.

海角社区 will monitor SIP progress by reviewing and providing feedback on the mid-year progress reviews (MYPR) and end-of-year reviews (EOYR) in Basecamp. Districts may use the MYPR questions and EOYR questions provided to review additional SIPs in their district.
